I am interested in working on crosspicking. Allow me describe what I am looking for -
1. Does NOT contain celebrity guitarist info.
2. Starts out demonstrating the basic crosspicking patterns.
3. An assortment of exercises designed to develop desired sound dynamics when crosspicking. Demonstrate how basic crosspicking can be used for keys of "C", "G", "D", "E".
4. A half dozen or so simple versions of commonly played tunes. All patterns would be included. Preferably for tunes described in Item 6.
5. A narrative describing the characteristics in a tune/phrase than would make them candidates for crosspicking techniques.
6. Documentation for advanced beginner/intermediate level versions of 10 or 12 tunes. Tab and standard notation. Tunes would be commonly played by average flatpicking community.
7. Recordings would be provided for all tunes.
8. And finally, and very importantly, teaches how to play the tunes in a variety of keys. That is, don't have too many tunes in the key of "C".
Hopefully someone is aware of an educational package like this. My guess is that a package like this would be very useful and popular. A DVD could be used for narratives, and documentation for exercises and tunes provided in ".PDF" form.

You should definitely check out Bryan Sutton's online guitar school. There's a wealth of instructional videos, tab, and backing tracks at all different speeds. Also a wide variety of songs in many different keys and at all levels. It starts very basic and gets advanced. You can learn at your own pace from a fantastic, knowledgable, professional teacher without any pressure or headaches and you'll see improvement really fast if you stick to it! There's a lot of lessons and songs on cross picking. Also, you can send Bryan a video, and he'll send back a video with personal critique just for you. It's definitely the best bang for your buck as far as online bluegrass guitar lessons go. I highly recommend it! Check it out at this link: my.artistworks.com/jcf

Banjobenclark.com has several great crosspicking tutorials, I learned crosspicking from Ben and it's one of my strongest techniques now, so I definitely recommend his lessons

So far, I haven't seen anything the meets the criteria I listed. It would require a decent sized manual and recordings to accomplish that. I have guitar books that discuss crosspicking, but they are not in-depth material - not everything a person needed to know about crosspicking. It would take a lot more than a several pages and a few tunes to accomplish that.
