I am 71 years old with an interest in learning Bluegrass guitar. I would like to find someone that works with beginners, has a good curriculum, good lesson plan and uses video with occasional one on one Zoom progress call follow up.

Check the "find a teacher" list located on the left hand side. Under Learn, click on find a teacher. I don't know if there are any in your area, but if you're looking for Zoom teachers, that wouldn't make much difference.
If you don't find anything of help on the teacher's list, you might check in the banjohangout and ask the same question. There are lots of guitar pickers there who might also teach guitar.
